| President Barack Obama will speak publicly on Thursday about his administration's review of U.S. policies in Afghanistan and Pakistan. The president's advisors on the region met Tuesday to discuss the findings.
White House spokesman Robert Gibbs says the report will not contain any surprises, and President Obama will not make any major changes as a result of it.
Gibbs says the administration is pleased with progress in several areas.

| A migrant activist of the Zimbabwe Exile Forum that has been working with the South African government, Timothy Muneri, says time is running out for undocumented Zimbabweans to process their permits.
"We are not sure how to prepare for it," he said, " The resumption of deportations suspended since April. How we are to handle such massive deportations is a million-dollar question."

| The South African government in September set the deadline on the grounds that conditions had improved sufficiently in Zimbabwe to revoke a moratorium on expulsions. This followed the creation of a power-sharing government in Harare and reforms that stabilized the economy.

Senator Mitchell said he would continue to work for "substantive" talks and "attempt to make real progress", despite inherent disagreements. "Reaching this goal will not be easy by any means," he says, "The differences between the two sides are real and they are persistent, but the way to get there is by engaging in good faith with the full complexities of the core issues and by working to narrow the gaps between the two sides."

Pyongyang is threatening another attack on South Korean territory, more severe than the one it staged after an exercise by its neighbor November 23.
The State Department says it is advising caution on the part of South Korea, given concern about what it terms the "current trajectory" of tensions in the region.

| The report claims that criminal gangs continued to harvest organs after the war at this clinic near Pristina. And in fact, in a currently-ongoing court case, seven people are on trial for trading in the organs of people living in extreme poverty. Prosecutors claim poor people from Moldova, Kazakhstan, Russia and Turkey were offered up to $20,000 for their organs, but were never paid.
Surgeon Lutfi Dervishi is alleged to be the ringleader of the group. The Council of Europe report also links him to the Kosovo Liberation Army's alleged kidnapping and killing of Serb civilians for their organs. He denies the charges.
The prosecutor in the current case, Jonathan Ratel, says there are good reasons why Kosovo appears to be a hub for the illegal organ trade. "Post-conflict states, where clinics can be set up quickly, the rule of law or the legal regime or the health regime is weak, and persons can exploit that. The opportunity for exploitation of persons by trafficking is immense," he said.
The Council of Europe has tabled the report for discussion next month and will decide then whether to launch a criminal investigation into the allegations against Prime Minister Thaci.

| Republican opponents have yet to concede the battle. But their statements seem to signal an acknowledgment that the treaty does appear to have the support for passage. Senator Graham, who wants to delay a vote until January, said "I just do not understand why we can not wait five more weeks, because five weeks from now, there will be a better treaty for America negotiated than the one we are about to pass," he said.
Treaty supporters say Republican calls for delay and alterations aim to kill the pact, not improve it. Changes would send New START back to Moscow for approval and Russia's foreign minister has warned against rewriting the treaty.
