White House spokesman Robert Gibbs says the report will not contain any surprises, and President Obama will not make any major changes as a result of it.

Gibbs says the administration is pleased with progress in several areas.

The South African government in September set the deadline on the grounds that conditions had improved sufficiently in Zimbabwe to revoke a moratorium on expulsions. This followed the creation of a power-sharing government in Harare and reforms that stabilized the economy.

The reports, leaked to the New York Times newspaper, say the U.S. military has made gains against the Taliban but remains hindered by the apparent unwillingness of Pakistan to take action against Taliban bases in its tribal regions along the Afghan border.

Pakistani officials say American missiles, fired by unmanned drone aircraft, struck three locations Friday in the Tirah valley.

The area is a base for a local militant group, Lashkar-e-Islami, which is allied with the Pakistani Taliban. The French news agency quotes Pakistani officials as saying at least one compound belonging to the group was hit. A day earlier, Pakistani officials said another U.S. missile strike in the area killed seven alleged militants.

Diplomatic cables from the U.S. Embassy in New Delhi reveal that a senior Indian diplomat told U.S. officials that terror groups have an increasing interest in biowarfare and could be seeking out experts in the field.

The cables from 2006 are posted on the WikiLeaks website and were published Friday by Britain's Guardian newspaper. The allegations threaten to derail Kosovo's efforts to gain fully-recognized independence and could have a major impact on the country's relations with the West.

The report claims that criminal gangs continued to harvest organs after the war at this clinic near Pristina. And in fact, in a currently-ongoing court case, seven people are on trial for trading in the organs of people living in extreme poverty. Prosecutors claim poor people from Moldova, Kazakhstan, Russia and Turkey were offered up to $20,000 for their organs, but were never paid.

Surgeon Lutfi Dervishi is alleged to be the ringleader of the group. The Council of Europe report also links him to the Kosovo Liberation Army's alleged kidnapping and killing of Serb civilians for their organs. He denies the charges.

The prosecutor in the current case, Jonathan Ratel, says there are good reasons why Kosovo appears to be a hub for the illegal organ trade. "Post-conflict states, where clinics can be set up quickly, the rule of law or the legal regime or the health regime is weak, and persons can exploit that. The opportunity for exploitation of persons by trafficking is immense," he said.

The Council of Europe has tabled the report for discussion next month and will decide then whether to launch a criminal investigation into the allegations against Prime Minister Thaci.
